Since its inception in 1965, the success of Head Start has been grounded in general values. These values frame all our work, whether our focus is on optimizing child health, enhancing our facilities, assessing our communities, pursuing strategic goals - or creating, expanding and enriching school readiness initiatives.


Jennifer began her career as LBJ&C Head Start's Assistant Director in July, 2019.  Jennifer is new to LBJ&C, however, she is not new to the area. Jennifer is originally from Livingston, TN.  Jennifer most recently worked with the Bradley County School System. Jennifer has 28yrs experience in Early Childhood Education with 18yrs being in a preschool setting as a Teacher and Director. Jennifer has 8 years of experience as an Elementary Teacher. In addition she has also served as an Interim and an Assistant Teacher in a Head Start Program. Jennifer looks forward to working with the children, families and community.





Meet the Director Penny Meadows


Penny began her career as LBJ&C Head Start's Director in August, 2019. Penny has been with the program since August, 1991. The majority of Penny's time with Head Start has been spent as the agencies Program Manager. Penny is proud to begin her journey as Director, and grateful for the opportunity to work with the families and community members of the Upper Cumberland.
